General Summary

Duty First is seeking a Consultant to serve as a member of the Human Capital Management (HCM) Team. The HCM team works with organizations to optimize their workforce by realigning and refining operations and processes, ultimately improving their effectiveness. Our professionals address organizational and personnel barriers so that clients can reach mission objectives. The Consultant will assist the HCM team by leading project tasks and completing assigned project activities with minimal supervision. The Consultant will assist with various project management tasks including managing the project schedule, reporting progress, and identifying risks.

Essential Duties

  • Lead employee engagement and change management efforts.
  • Support efforts to analyze data and develop action plans based on it.
  • Develop and lead Organization Development (OD) interventions. 
  • Conduct qualitative research analyses and reporting.
  • Create quality deliverables on time and on budget.
  • Monitor project progress by tracking activity, writing status reports, and recommending actions. This includes administering or managing specific projects, programs or tasks.
  • Support efforts to develop and evaluate training.
  • Assist with the procurement of new business, which includes writing proposals.
  • Lead selected internal HR initiatives.


  • 4-6 years of experience in a human capital field or in management consulting.
  • Familiarity with OD interventions and change management is preferred.
  • Familiarity with the following human capital topics: talent management, performance management, training, and leadership development.
  • Proficiency with Microsoft Office applications (Outlook, Word, Excel, PowerPoint).
  • Ability to work well in a team-based environment is required.
  • Basic project management skills.
  • Presentation and facilitation skills are required.
  • Strong analytical and strategic thinking.
  • Excellent writing and oral presentation skills.
  • Strong attention to detail is required.
  • Ability to obtain a US government security clearance.

Required Education

  • Graduation from an accredited four-year college or university, ideally with major course work in human resources/human capital, business administration or a related field.
  • Master's in OD, I/O Psychology, or a related field is preferred.
  • PHR or SPHR is a plus.
